should i buy dx9 or dx10 immediately? my budget INR Rs. 6000 = 133$ . Which company, which model/chipset?

For watching DVDs? I devise DirectX 5.0 supports DVD video playback. So no, a DirectX 10 based card will not support you view dvd better If i.e. what you are really asking. Games would be a totally different story.
